Best free steam games
There aren’t many good free horror games that are free on steam. But the only game that comes on top of my head is Cry Of Fear. But it’s a pretty old game, dating back to 2013 and as of now.

About The best free steam games:
Cry of Fear is a psychological single-player and co-op horror game set in a deserted town filled with horrific creatures and nightmarish delusions. You play as a young man desperately searching for answers in the cold Scandinavian night, finding his way through the city as he slowly descends into madness. With a strong emphasis on cinematic experience, immersion and lateral thinking, players will be taken on a nightmare roller-coaster-ride through the grim streets of Fäversholm and beyond.
But if you ever wanna spend some good bucks on a horror game then I’ll suggest you go for Resident Evil -7 and Outlast - 2. These are fairly new games and are very high rated. Both having a very good graphics and game design, you will get the best horror experience out both of them.
Spooky's House of Jump Scares:
I haven't play this game, but I have watched a Let's play. It was a nice game, maybe a little bit too long and repetitive, but it's free... what do you have to lose? (allright, your time)

First time I saw that game, it remembered me the NoEnd House creepypasta.
The Charnel House Trilogy:
The next game I'll talk to you about isn't free, but when Steam sales come (Hallelujah!), it's almost free: The Charnel House Trilogy. Here is the Steam page: The Charnel House Trilogy on Steam
If by horror you mean "gore" and "jump scares", forget it. But if you mean "mysterious" and "uncanny"... great! Here come The Charnel House Trilogy!
I don't suggest you to watch the trailers because I think that they show too much. I personally didn't watch them before I played the game and there was many surprising events that the trailers could have spoiled.
Final note
I personally love outlast (scariest game I’ve played) and Dead by Daylight.
Dead by Daylight captures the hide and seak feeling that creeps me out in the best way,Outlast, kills me with jump scares. Both are awesome. indie games or cosmic horror even walking dead or staying alive point and click there are so many free game to play online.
